Belize City is one of those ports where the cruise lines try very hard to sell you an excursion — and honestly, they're right to. The city itself is rough around the edges, with legitimate safety concerns downtown. The State Department has Belize at Level 2, and Belize City specifically has crime issues that are worth taking seriously.
The port is a tender operation (the ship anchors offshore, and you take a boat to the Tourism Village), which is a sanitized compound of shops and tour operators. Don't wander outside the Tourism Village into Belize City proper unless you're with a guide.
The good news: the excursions are genuinely excellent. Cave tubing through the ATM caves, snorkeling the barrier reef, visiting Mayan ruins at Altun Ha or Lamanai — Belize has some of the best natural adventures in the Caribbean. Just know that the port itself is not the attraction; it's the jumping-off point.
