People who care about value more than polish, and who won't lose sleep over a CDC score that's passing but not exceptional. Who should skip it: Hygiene hawks, anyone who has ever stress-eaten at a cruise buffet while wondering about the sneeze-guard-to-passenger ratio, or travelers who have sailed newer Dream-class ships and expect the same energy — the Dream is the original, not the refinement.
